Do you mean these students are eligible for the resident tuition award? In other words, if a student is from out of state, they can be nominated for resident tuition award but still need to pay out-of-state tuition, right?

Yes, correct, the funding is in the amount of resident tuition, but nonresident students will have to pay the rest.
